Date: 2006-08-20 08:41 pm (UTC)According to Article 14 of the constitution, if there's no president (and this applies also when the president is out of the country for any reason) the presidential powers are discharged jointly by the Ceann Comhairle, the Cathaoirleach of the Seanad, and the Chief Justice of the Supreme Court.
There are sufficient loopholes that one could write a decent (though probably not exciting) thriller about it...
